Russian President Vladimir Putin says proposals to settle the war with Ukraine remain under review, but Moscow needs more time to decide how to respond. He blamed Kyiv for attacks he said preceded its recent calls for a ceasefire.
Putin told Russian journalists on Friday that settlement proposals with Ukraine are still on the table, though Russia has yet to settle on its next move. He said Moscow had been ready to restart negotiations with Kyiv after last week's Russian parliamentary elections.
Instead, Ukraine launched attacks on Moscow and targeted polling stations during that period, Putin said. He accused Kyiv of initiating provocative strikes across multiple fronts and said Russia would keep responding with military force as a result.
He said Ukraine started the fighting on every front and added that Kyiv would be made to feel Russia's retaliatory strikes so it understands that stirring up the situation will not secure a result. Putin suggested Ukraine's recent military actions came before its calls for a ceasefire and renewed talks.
But he indicated every settlement proposal remains possible: "They are all on the table. It's all possible." After what Ukraine has done, Putin said, Russia must carefully weigh its response.
The war between Russia and Ukraine has continued for four and a half years.
