What happened at Kursk-II
The strike hit the cooling tower of a next-generation nuclear plant still under construction in the Kurchatov area of Russia's Kursk region. According to information Russian officials relayed to the IAEA, the drone impact damaged the cooling tower structure but did not compromise any active nuclear systems.
Kursk NPP-2 is a replacement facility for the aging Kursk nuclear power plant, which runs Soviet-era RBMK reactors, the same design involved in the 1986 Chernobyl disaster. The new plant is designed to house four VVER-TOI reactors, a modern pressurized water design that represents Russia's latest nuclear technology. Unit 1 of Kursk-II entered commercial operations two months ago, in May 2026, while unit 2, the one struck by the drone, has not yet reached that stage.
Russian air defense systems in the Kurchatov area intercepted 12 unmanned aerial vehicles during the same period. The cooling tower strike appears to have come from a UAV that evaded those defenses, though the non-operational status of the unit meant the consequences were structural rather than radiological.
A growing pattern near nuclear sites
This is not an isolated event. Since the conflict in Ukraine began in 2022, drone-related incidents have repeatedly affected nuclear facilities across the region, and that pattern has now extended deeper into Russian territory, with the Kursk region serving as a flashpoint.
Grossi has been one of the most vocal international figures on the issue, repeatedly calling for the establishment of nuclear safety zones around active and under-construction plants. His statement on July 9 continued that theme, highlighting what he described as precarious safety and security conditions around nuclear facilities caught in or near conflict zones. Yet the agency's ability to act remains limited — it is a monitoring and advisory body, not an enforcement one. It can confirm damage, issue warnings, and send inspection teams, but it cannot compel either side in the conflict to establish buffer zones or halt military operations near nuclear sites.
Why cooling towers matter
A cooling tower is not where the nuclear reaction happens — it is part of the heat dissipation system that removes excess thermal energy from the power generation process. In an active unit, damage to a cooling tower could force a reactor shutdown as a precautionary measure, but it would not, on its own, cause a meltdown or radiological release.
Russia's VVER-TOI design does incorporate modern containment structures that are more robust than their Soviet predecessors. But no civilian nuclear facility was engineered to withstand sustained military attack.
