The House Financial Services Committee will mark up H.R. 8957, the American Reserve Modernization Act, on September 16. The bill would write a federal Strategic Bitcoin Reserve into law and lock government-held BTC in place for at least 20 years.

The House Financial Services Committee has scheduled a markup for Sept. 16 at 10:00 a.m. ET, putting H.R. 8957 in position for committee consideration. Republican Rep. Nick Begich of Alaska introduced the bill in May, with Democratic Rep. Jared Golden of Maine among its cosponsors.

Bitcoin would be locked for 20 years

The bill would require the Treasury secretary to build a secure Strategic Bitcoin Reserve within 180 days of enactment, plus a separate Digital Asset Stockpile for non-Bitcoin holdings. Bitcoin placed in the reserve would have to stay there for at least 20 years, and could not be sold, swapped, or encumbered during that period. Once the holding period ends, the secretary could recommend selling up to 10% of the reserve every two years.

Non-Bitcoin assets, by contrast, would go into the separate stockpile, where Treasury could sell, exchange, or convert them, with proceeds used only to grow the Bitcoin reserve or cut the national debt.

Quarterly audits would track holdings

The bill also sets a disclosure regime. Treasury would publish quarterly proof-of-reserve reports reviewed by an independent auditor, and federal agencies would have 60 days after enactment to disclose all Bitcoin and digital assets they hold or have seized. Unlike Senator Cynthia Lummis's BITCOIN Act, which called for buying 1 million BTC over five years, H.R. 8957 sets no fixed purchase target — instead directing Treasury and Commerce to study budget-neutral ways to add Bitcoin without new taxes or borrowing.

Bitcoin holds a narrow range as the vote nears

The legislative news lands as Bitcoin trades in a tight band. The token's five-hour chart sat between $76,400 support and $78,300 resistance on Sep. 15, with its latest close at $77,246. A move below the support level could accelerate declines, while a close back above the resistance zone would shift momentum higher, according to the report.

H.R. 8957 would also let states voluntarily place Bitcoin in segregated federal accounts while keeping title to their holdings, and it explicitly bars using the law to authorize federal seizure of lawfully acquired Bitcoin.
