Greece's Ministry of National Economy and Finance has released a draft bill proposing a 10% capital gains tax on cryptocurrency profits, with the first €500 in annual gains exempt. The measure would also exempt crypto-to-crypto swaps from tax and let holders declare past gains without penalty.
Greece published a draft bill proposing a 10% tax on crypto capital gains on Wednesday. The bill exempts annual gains up to 500 euros ($559.95) from the tax each year.
According to the ministry, the draft would fill a legislative gap in Greece's treatment of crypto taxation. The country currently has no comprehensive legal framework for taxing crypto profits.
A lower rate than first proposed
The new rate is lower than what Greece floated earlier this year. In June 2026, Greek authorities had signaled a 15% capital gains tax on crypto.
The latest draft lowers that rate to 10%. The available information doesn't explain why the rate changed.
Swaps and staking income get their own treatment
The bill lets holders voluntarily declare previously realized crypto gains without penalties. It also exempts crypto-to-crypto swaps from the capital gains tax. Returns from staking, lending or liquidity provision would face a flat 10% tax as well.
Public consultation closes October 22
Public consultation on the draft will close on Oct. 22, with the ministry aiming for a parliamentary vote in the first week of November. Greek officials have not published an estimate of how much revenue the tax could generate, in part because many Greek crypto investors trade through platforms based outside the country.
The proposal arrives as the EU's DAC8 reporting rules took effect Jan. 1, 2026, bringing crypto service providers under new disclosure requirements. DAC8 leaves tax rates to each member state, and rates cited in the Greek proposal range from 8% to 30% across Europe.
Austria has taxed crypto gains at 27.5% since March 2022. France has applied a 30% flat tax on individual crypto gains since December 2018.
