The French Senate has approved a bill to implement the OECD's Crypto-Asset Reporting Framework, but the National Assembly must still sign off. If it passes, tax authorities in 46 jurisdictions would begin exchanging crypto transaction data in 2027.

France moved closer to letting foreign tax offices see its residents' crypto activity. On October 27, 2026, the French Senate approved bill No. 921, which would implement the OECD's Crypto-Asset Reporting Framework, known as CARF.

The measure is not law yet, however, because it still has to clear the National Assembly. Until then, the Senate vote remains a signal rather than a finished law.

What the bill covers

The bill authorizes France to put CARF into practice through a multilateral competent authority agreement, a shared rulebook that lets tax agencies in different countries exchange information without negotiating separate deals.

Under the bill, platforms would report a user's identity, tax residency and tax identification number. Transaction counts and total asset values, broken down by transaction type, are included too.

Self-custody is not exempt. Transfers to self-custody wallets, where the user controls the keys rather than an exchange, would be reported on an aggregate basis.

Who takes part and when

The first exchanges are scheduled for 2027, with 46 jurisdictions set to take part, including France, Germany, the UK, Japan and Canada. By 2029, the framework is projected to reach 77 jurisdictions, with additions that include Switzerland and the US.

France has already laid groundwork at home. It signed the multilateral agreement in Asunción on November 26, 2024, and data collection under the EU's DAC8 rules began in France on January 1, 2026, with the first full reports expected in 2027.

CARF is the mechanism that would let France send that information abroad and receive the equivalent from partners.
