Democrats' midterm victory strengthens the Federal Reserve against President Donald Trump's efforts to influence it, because the Senate controls appointments. The result also brings potential new scrutiny for Fed Chairman Kevin Warsh from Democratic-led oversight committees.

The Democrats' sweeping midterm victory strengthens the Federal Reserve against Trump's efforts to meddle with it. Senate control over appointments is a major guardrail against Trump landing any more allies at the central bank, according to Reuters.

Democrats take over key oversight committees

The change could also mean new headaches for Chairman Kevin Warsh, because key oversight committees will be in Democratic hands. The Senate Banking Committee's new chair will likely be Democratic Senator Elizabeth Warren, a harsh Warsh critic, replacing Trump ally Tim Scott.

JPMorgan economist Michael Feroli said the shift has implications for how long Warsh might lead the Fed. Warsh's term ends in 2030, and Feroli told clients the result "increased the odds his term will end with Democratic control of the Senate."

In May, Warsh was confirmed as chair in a 54 to 45 vote, with only one Democratic senator supporting him. Democrats campaigned heavily on cost-of-living issues, so they have an incentive to push Warsh on the central bank's inflation mandate.

Trump's push for allies and the Cook case

The new dynamics on Capitol Hill directly stymie Trump's effort to put more allies on the Fed's seven-member board. Three of its members were appointed by former President Joe Biden. Former Chair Jerome Powell remains on the board as well.

Trump's effort to fire Governor Lisa Cook remains ongoing. A White House administrative procedure is expected in coming weeks, and a court challenge is likely to follow. The Supreme Court has ruled against Trump once already on the effort, and there is little prospect he would get a chosen replacement confirmed by a Democrat-led Senate.

Regulatory agenda could grow more complicated

Democratic control of the Senate committee and the House Financial Services Committee could also complicate the Fed's regulatory reforms, which the Trump administration and Vice Chair for Supervision Michelle Bowman are pushing. Among them, the Fed is drafting rules over the Genius Act regulating stablecoins, and it has rolled out a consolidation of its bank supervision system.
