Citi argues that the split between a hawk and a dove reflects different views on how inflation develops, not just a willingness to raise or cut rates. The bank says the distinction matters as the ECB faces a possible early departure of its president. Citi expects a 25-basis-point rate increase in December.

Citi believes an early announcement of the ECB president's departure could be imminent. Such a move could allow governments to coordinate appointments to three key positions on the ECB's Executive Board. Markets are also assessing the prospect of several senior leadership changes in 2027.

Citi's view of hawks and doves

The bank describes the hawk-and-dove divide as a difference in how policymakers see inflation, not simply a preference on rates. Doves generally view inflation as the result of supply and demand imbalances. They treat demand-driven or persistent supply shocks as grounds for a stronger policy response, but they favor greater patience with temporary external shocks such as an energy price spike.

Hawks, by contrast, place greater emphasis on inflation expectations. Citi says they believe even temporary price increases can feed into future inflation, so a quicker response is needed to keep expectations anchored.

The two camps also weigh policy mistakes differently. Doves are generally more concerned about inflation falling too low, given the difficulty of reviving demand once rates approach the lower bound. Hawks worry more about inflation overshooting its target, because they argue that upward price pressures can become entrenched more quickly than deflationary forces.

What Citi expects from the ECB

The distinction is relevant to the ECB's recent communication, which Citi believes has shifted towards underlying inflation dynamics and monetary policy transmission, rather than near-term inflation projections alone.

Citi expects the ECB to leave rates unchanged at its October 29 meeting, followed by a 25-basis-point increase in December and potentially another in March 2027. The bank also expects the next ECB president, potentially Pablo Hernández de Cos or Klaas Knot, to have a significant influence on how the central bank weighs these competing considerations.
