China closed a record 670 banks in 2025, about a quarter of its lenders, as Beijing accelerates a consolidation drive to build fewer, better-capitalized institutions. Fitch Ratings says small, rural banks remain the financial system's weakest link, pointing to deteriorating asset quality and thin capital buffers, as the broader economy shows signs of strain.
Beijing's policy-led consolidation closed a record 670 lenders in 2025, about one-quarter of banks in the country, according to Fitch Ratings analysis. Authorities have ramped up mergers and dissolutions to create fewer, larger and better-capitalized institutions as they work to shore up the financial system amid an economic slowdown.
Rural lenders flagged as weakest link
According to Fitch Ratings: "remain the weakest part of the system" — the rating agency's description of small and rural commercial banks, which it says carry poor asset quality, low capitalization and governance shortcomings, especially in less-developed regions.
Fitch said return on assets among rural banks fell to 0.45% in the first half, down from 0.56% in 2021. Non-performing loans at these lenders rose to 2.8% over the same period, above the sector average of 1.5%, with greater exposure to smaller companies, property developers and local government funding vehicles.
Consolidation aims to curb risk, not eliminate it
The consolidation push aims to boost oversight, curb regulatory arbitrage and improve transparency, Fitch said. The agency added that stress at smaller lenders is unlikely to lead to system-wide contagion, pointing to their largely localized operations and limited interbank exposure.
Still, the measures could ultimately reshape competitive dynamics among smaller lenders, although their structural weaknesses may persist in the near term, Fitch said.
Slowdown adds pressure
The bank cleanup comes amid signs of strain in the world's second-largest economy. China's GDP grew 4.3% in the second quarter, its slowest pace since 2022. Industrial profits rose 4.2% annually in August, their weakest pace this year.
