Blue Energy Global has filed the first part of a construction permit application with the US Nuclear Regulatory Commission for a hybrid gas-to-nuclear plant at the Port of Victoria, Texas. The facility, built to power a Crusoe AI data center campus, could reach up to 2.5 GW of total capacity.

The plant is designed to feed electricity to a Crusoe data center campus built specifically for AI workloads, with total projected capacity of up to 2.5 GW.

A gas bridge before the reactors arrive

The company calls its approach a "gas bridge." Rather than waiting years for reactors to come online before generating any revenue, Blue Energy plans to first produce power from two GE Vernova 7HA.02 gas turbines delivering about 1 GW, with an initial delivery timeline of around 36 months.

The remaining 1.5 GW would come from up to five GE Vernova Hitachi Nuclear Energy BWRX-300 small modular reactors, targeted for operational readiness by around 2032. The gas-powered phase could begin supplying Crusoe's AI campus as early as 2028, and a final investment decision on the project is targeted for 2027.

Why Crusoe needs that much power

Crusoe, the data center operator receiving the power, built its reputation on energy-intensive computing after gaining attention for using flared natural gas at oil wells to run mobile data centers. In late 2025, Blue Energy and Crusoe struck a partnership to develop the gas-to-nuclear facility at a 1,600-acre AI data center campus in Victoria, Texas, chosen for its access to transmission, fiber optics, and natural gas supply.

Backers bet on a hybrid model

Blue Energy has raised over $400 million since its founding in 2023, including a strategic investment from Constellation Technology Ventures, the venture arm of Constellation Energy, the largest nuclear operator in the US. GE Vernova supplies the gas turbines, while GE Vernova Hitachi Nuclear Energy provides the reactor technology.

The hybrid model hedges against nuclear's chronic construction delays by letting revenue flow before any reactor reaches criticality. The Vogtle expansion in Georgia, the only new nuclear plant completed in the US in decades, came in years late and billions over budget, and no small modular reactor developer has yet delivered a commercially operating unit in the country.
